BACKGROUND

Robert Eugene Morgan comes to us from Kingsland, Georgia. He is originally from Colorado. Morgan is 57 years old at the time of this writing – March 2020. Morgan goes by simply “Bob.”

The military claims were nicely summarized at the beginning of the article.

Some people were skeptical and asked Military Phony to look into these claims.

After contacting the UDT/SEAL archives and checking the UDT/SEAL database we found that there is NO record of “Robert Eugene Morgan” or any other variation of his name ever completing BUD/S Training or assigned to any SEAL teams during the time he was in the Navy. There is someone with that name that went through BUD/S much earlier than this Bob.

DISCUSSION and SUMMARY

Morgan’s official military records from the National Personnel Records Center (NPRC) do not support many of his claims.

Time in Service

The service time that he claims of six (6) years is not supported. Several official records show that he served from 1984-1988.

Rank

Morgan’s records show that he was enlisted and was discharged as an AMH3 (E-4) which is a Aviation Structural Mechanic Third Class. His records do not support his claim that he was a Second Class Petty officer (E-5) which is one enlisted pay grade above his actual rank at discharge.

Medals

The article about Morgan claimed that he had earned the Armed Forces Expeditionary Medal; Navy Expeditionary Medal (two times); Meritorious Unit Commendation (six times); Navy Unit Commendation (five times); Good Conduct Medal; National Defense Service Medal.

His records actually show he was awarded the Meritorious Unit Commendation (one time); the Sea Service Deployment Ribbon (not claimed); and the Armed Forces Expeditionary Medal. The rest of the medals claimed were not listed in Morgan’s official military records.

Navy SEAL

Morgan’s records show no training as a Navy SEAL nor any duty assignments as a Navy SEAL, yet the newspaper article claims he was a SEAL and injured on a covert SEAL mission in Libya. As mentioned before, he was not found in the BUD/S-SEAL database when it was checked.

Purple Heart

Morgan’s records show no listing of a Purple Heart. Although he claimed that he was injured and denied a Purple Heart because the U.S. was not technically at war with Libya, it is really a story implying that he rated one but there was somehow an honorable reason why he did not have one.

The Purple Heart medals is covered by the Stolen Valor Act of 2013.

STOLEN VALOR

If the claims by Bob Morgan were used to leverage work, military or civilian promotions, or anything else of value, he may be in violation of Stolen Valor laws.

It can be argued that credibility from appearing in a newspaper article is something of value, especially around the community in which he lives.

State laws may also apply in regard to Stolen Valor.

      Known fact: in the world of Aviation anything to do with Hydraulics or pneumatics means that you are working with things that suck and blow. Bob? I can tell from this report that you must be a master at your job!
