BACKGROUND
Howard Paul Kilbourn comes to us from Windsor, Colorado. Kilbourn is 37 years old at the time of this writing – March 2020. He seems to prefer to go by just “Paul.”
On Kilbourn’s Facebook profile, it says that he was a “Former Warfare Operator NAVY SEAL at U.S. Navy” in addition to prominently displaying a U.S. Navy SEAL Trident.
In another section of his Facebook profile, it reaffirms the U.S. Navy SEAL claims and says he was in the Navy from 1999-2008.
Then, under a Wiki site, it lists him as a Navy SEAL sniper in addition to a nickname of “The Reaper” and “The Devil of Afghanistan” which seems to be a twist from the movie “American Sniper.”
In this Wiki page, it claims he was awarded a Silver Star and two (2) Bronze Stars (valor). It also says he participated in the Battle of Ramadi and the Second Battle of Fallujah (Operation Al-Fajr). It also claims SEAL Team 3.
Some people were skeptical and asked Military Phony to look into these claims.

ACTIONS CONDUCTED BY MILITARY PHONIES
After contacting the UDT/SEAL archives and checking the UDT/SEAL database we found that there is NO record of “Howard Paul Kilbourn” or any other variation of his name ever completing BUD/S Training or assigned to any SEAL teams.
We could find no record of a Silver Star listed for Howard Paul Kilbourn at the following databases:

DEPARTMENT OF THE NAVY (DoN)
NOTE: Although the FOIA response letter says to contact the NPRC, Kilbourn was born in 1982 so the earliest he could have joined the Navy was 1998-2000. Considering at least a four year enlistment with associated BUD/S and SEAL training would have put him into the 2000s. So, the Department of the Navy would hold his military records if he had any and we saw no need to contact the NPRC.

NOTE: The DoD Manpower Data Center database was systematically searched from 1998 to present. Kilbourn would have been 16 in 1998 so there was no need to search for an earlier year. All results were the same and showed no active duty military service.

DISCUSSION and SUMMARY
When trying to obtain Kilbourn’s official military records from the Department of the Navy (DoN), they could not locate any military records on him.
Since there are no military records to confer with, there would be no record of military training as a SEAL and therefore no deployments or military conflicts that he would be awarded the Silver Star and two Bronze Stars.
