BACKGROUND
Howard Paul Kilbourn comes to us from Windsor, Colorado. Kilbourn is 37 years old at the time of this writing – March 2020. He seems to prefer to go by just “Paul.”
On Kilbourn’s Facebook profile, it says that he was a “Former Warfare Operator NAVY SEAL at U.S. Navy” in addition to prominently displaying a U.S. Navy SEAL Trident.
In another section of his Facebook profile, it reaffirms the U.S. Navy SEAL claims and says he was in the Navy from 1999-2008.
Then, under a Wiki site, it lists him as a Navy SEAL sniper in addition to a nickname of “The Reaper” and “The Devil of Afghanistan” which seems to be a twist from the movie “American Sniper.”
In this Wiki page, it claims he was awarded a Silver Star and two (2) Bronze Stars (valor). It also says he participated in the Battle of Ramadi and the Second Battle of Fallujah (Operation Al-Fajr). It also claims SEAL Team 3.
Some people were skeptical and asked Military Phony to look into these claims.

ACTIONS CONDUCTED BY MILITARY PHONIES
After contacting the UDT/SEAL archives and checking the UDT/SEAL database we found that there is NO record of “Howard Paul Kilbourn” or any other variation of his name ever completing BUD/S Training or assigned to any SEAL teams.
We could find no record of a Silver Star listed for Howard Paul Kilbourn at the following databases:

DEPARTMENT OF THE NAVY (DoN)
NOTE: Although the FOIA response letter says to contact the NPRC, Kilbourn was born in 1982 so the earliest he could have joined the Navy was 1998-2000. Considering at least a four year enlistment with associated BUD/S and SEAL training would have put him into the 2000s. So, the Department of the Navy would hold his military records if he had any and we saw no need to contact the NPRC.

NOTE: The DoD Manpower Data Center database was systematically searched from 1998 to present. Kilbourn would have been 16 in 1998 so there was no need to search for an earlier year. All results were the same and showed no active duty military service.

DISCUSSION and SUMMARY
When trying to obtain Kilbourn’s official military records from the Department of the Navy (DoN), they could not locate any military records on him.
Since there are no military records to confer with, there would be no record of military training as a SEAL and therefore no deployments or military conflicts that he would be awarded the Silver Star and two Bronze Stars.

If the claims by Paul Kilbourn were used to leverage work, military or civilian promotions, or anything else of value, he may be in violation of Stolen Valor laws. State laws may also apply.

I submitted a request for a stolen valor on harry battle he is on Facebook claiming to be a former warrant officer and cobra pilot He has used this tale previously tmeo obtain a job with the vets administration. He further claims to be a CIA agent retired and lieutenant NYPD. I saw him in a MP uniform in a. Korea during the time he further claims to have been a Vietnam veteran He lives in Florida
Its becoming a regular occurrence for us. Why? The law has false teeth all tongue and no beef. It’s the sign of a tattered times. The Reaper nickname might have come from the title of the following book “The Reaper: Autobiography of One of the Deadliest Special Ops Snipers.” This book is about SGT Nicholas Irving who served in Iraq and Afghanistan as a US Army Ranger sniper.

I visited the listed residence for Howard Paul Kilbourn this AM, and the place is empty, no one home. What’s the saying… “the lights are on but no one is home.” Windsor PD and the local FBI office have been advised. It appears as if they left the rental unit in late February. Kilbourn is on the run, apparently from lots of folks, based on posted notices.
Do you really want to live in a country with facebook truth police. Free speech is free speach even if it is all bull shit.
